Volodymyr Lytvyn: Bill No. 7069 does not transfer a Right to liquidate District Councils of the Capital from the Parliament to Kyiv City Council

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that the Conciliative Council of the faction leaders and committee chairmen shall set the date of the parliamentary scrutiny of the bill no.7069 on authorizing Kyiv City Council to pass resolutions on establishment (non-establishment) of district councils. He made this statement after the visit to Kyiv Taras Shevchenko National University.

 

"This issue will be discussed, provided both the committee and the Conciliative Council scrutinize it. The Parliament may consider it before the local elections. However, I doubt that someone may demand it," V.Lytvyn stated. He believes that "the current version of the bill should provoke no objections."

 

The Head of the Parliament had scrutinized the bill and held the consultations with the experts of The Verkhovna Rada of Ukraine Secretariate. The Chairman of The Verkhovna Rada of Ukraine claims that the bill does not transfer a right to liquidate district councils of the capital from the Parliament to Kyiv City Council. "It does not liquidate district councils in Kyiv, but amends the Law on the Capital, authorizing the territorial communities and Kyiv City Council to pass resolutions on establishment or non-establishment of the district councils in Kyiv. In no case does the bill liquidate district councils in Kyiv," V.Lytvyn stated.  

 

The Chairman of The Verkhovna Rada of Ukraine questions whether this law will be adopted before the local elections of October, 31 or after them. V.Lytvyn supposes that this issue requires further political consultations.
